Very hard to police I think. China seems to have a lot of difficulty restricting peoples use of VPNs, so I expect Russia would encounter similar difficulties.

Yes, exactly the attempts to block Linked In forced me to install a VPN.
That was very helpful, because the attempts to block Telegram followed shortly  :8)
