RU could learn a thing on tourism from UA but that's a different topic.
In some ways, yes. I don't think they are ready to open the floodgates and let everyone in as UA does. One reason UA has the sex tourist trade and Russia doesn't is visa-free travel. There is no reason to encourage all that. But a better class of visa for those with family, ties and or a decent reason to go and/or a history of visits can only be an idea they will gain from.
But tourism is something else. Arrive by boat to Russia and you are good for 3 days. If they want to encourage tourism to Sochi and Crimea, they need to think about the tourism aspect too. But how to do that without letting in those they don't really want there?
I'll give some more background on this without going into too much detail: An opportunity has presented itself whereby I can get a coherent report with sensible ideas [that I will write] on the subject up to the top table. That opportunity doesn't come along too often, so if anyone has any input on the subject, please speak up.
Looking at the list of eligible countries >here< (https://evisa.kdmid.ru/en-US/Home/Index?fbclid=IwAR2_TkiY8iSmzwCqcoQv26gh1Rv8cPFWRxBpLelJ7yF279IsGbmkNYP-GQ8), it seems those from the DPRK (who can't travel freely) and people from places such as Iran can use it, but Brits and those from the good old US of A can't.

It's a start though. And exactly the type of programme that I once lobbied the Russian ambassador in London to implement. Sadly it doesn't yet seem to cover Brits or the KUF Samara airport that I'd use.
Maybe it's going to get easier to visit Russia for tourism soon..

I did see some where last week due to the virus putting an end to the expected boost in tourism this year Russia was planning to make a new 5 year multi entry tourist visa to give the tourism industry a boost next year with each visit being allowed for up to 16 days ....and you can apply online.

Steve, I also recently read in the Russian media. Since the time of the sanctions, the EU has been dreaming of visa-free travel to Russia. It would be easier for us. :-*
