yes, it was meant as a "get the public ready for more military spending" kind of info, but it still read to me as: We are provoking russia by any means necessary, but should putin go off the deep end we have a serious problem now.

Reads to me like they ( Moscow) have more conventional weapons and they've been using them in Ukraine, Georgia, Chenchn'ya ...

'We' are REACTING to the Kremlin .... not 'provoking..  Which FSU nation have we grabbed territory from ?
