Accessible travel within Russia

It is well known that Russia is not (Or was not) well known for accessible travel making it very hard for wheelchair users to visit the country. BUT things are changing fast.
Russia is already a major tourist destination which is set to grow hugely with the relaxing of the visa regime for most countries..

I think they give a 3 year private visa for US guys ?
