Finding out who previously owned an apartment in Moscow Region
« on: September 18, 2020, 01:28:49 PM »
Hi all,

I need to find out who the previous owner of an apartment was in the Moscow Region of Russia, specifically Balashika.  I know that the apartment was transferred to my children in September 2018.  I obtained, through a contact in Moscow, an "Extract from the unified state register of real estate" which states when the apartment was transferred to my children, and names my children, but I need to prove who owned it before that.

Any help, much appreciated.  I would appreciate any information on where to obtain this information.  If there is a way to get this information, I would pay someone to get it.

Thanks,

David

I think he knows that, but he has a story to tell. I bet it involves having been wronged by some woman or other!

Oh, yeah, Steve's right - lawyer. Its what they do.

Erm... I know it is possible to dig out the whole chain of previous owners (real estate brokers do it - to make sure there were no minors, whose interestes might have been violated, because it might lead to annulation of the whole chain of consequent buy & sell deals) - but I personally need to think about how a "simple mortal" might do it...  (:)

...maybe try to ask for advice here:  https://www.facebook.com/groups/lawDNK

OK, it seems that you shall order from the same source - RosReestr - "выписку о переходе прав собственности"  (extract on the transfer of rights to the property)

https://rosreestr.gov.ru/site/fiz/poluchit-svedeniya-iz-egrn/

Information on owners can be found from 01/31/1998 to the present day. It was from this date that the real estate registry began to work.

As far as I know, to receive it from https://rosreestr.gov.ru/site/ one must have an account at www.gosuslugi.ru  (:)

I don't want to tell any story.  I am just looking for how to get this information.   There is obviously some story behind why I want this information, otherwise I wouldn't be looking for it.   UK lawyers (what we call 'solicitors' won't get this information no matter what they are paid.

Hi Olga_Mouse, thanks for that that information.  PM me if you, or someone you know is interested in getting a few hundred pounds (GBP) for getting that information for me.  I need official documents.  I already have official documents about the transfer to my children in 2018, but I need documentation of who owned this apartment before the transfer.   My contact in Moscow, a lady also called Olga, said it wasn't possible to get details of previous owners, which I doubted.  I know that this lady (Olga) had considerable trouble (according to her) getting that, and that to get any information required an address in Russia, and she FEDEXed the documents to me (which I received).  That's why I'm offering some money for it.

Thanks, David

Hi David, that's not my business, really.

But you can order the info you need online, and it shall be pretty easy.

Official fee is 300 RUB; you can order it here:

https://rosreestr.gov.ru/wps/portal/p/cc_present/EGRN_4

Different websites and real estate agents offer it for 350-400 RUB

https://www.blh.ru/orders/vipiska_iz_egrp_perehod_prav.html?

https://reestr-egrn.online/?

https://rosreestor.info/vipiska-o-perehode-prav

As to "official documents" - everything is digitalised in Russia now. All you can get online is extract from RosReestr with an ЭЦП (электронная цифровая подпись) = electronic digital signature.

You MIGHT get a blue stamp on that paper via "My documents" - but there one needs to prove some relationship to the property (being either an owner of the property, or being registered there).

Thanks so much Olga_Mouse.  That's really helpful.  I'm in contact with a forum member who is married to a Russian Lawyer.  I will see what they come up with, since my Russian language is limited.
