No You can not assume that all western men are anything. Just like you can not assume all Russian men are anything. Like everywhere we have some that are very clean and some who do not bath at all. So who are responsible and other that will not work. A lot of single men and the one looking over seas often have something wrong with them that they do not have a relationship in the USA. Everyone has to be careful when you meet a possible spouse and maybe even a little more so if the come from a different country. I am not saying you can not find someone great because you can. It is just not easy for anyone and there are a lot of bad relationship that occur because people got married before they really knew who they were marrying.
