Are visa's to USA easier to aquire today?

I was speaking with a friend from St. Petersburg recently and she said it is easier to get a visa to USA now. Can someone tell me what has changed since, say, 2008? Or was my friend mistaken? I got a fiancee visa in 2008, it was not to difficult. But if it is easier today, then that would be much better, of course. (i'm interested in Ukraine to US.)

Will never try to get any USA viza type at winter... They keep people waiting at street for hours in minus 30  :D
