It's common Georgian word. It is nice polite word, can be used to everyone. It's not exactly like dear in English, not this private. Some people in Georgia use it to everyone, others - to none.
Georgians generally use nice words to each other. It's part of culture. When speaking in Russian they sometimes also use the words they used to use in Georgian, translating it directly to Russian. For example Georgian men can address stranger woman with word Dear (дорогая) which creates sometimes unexpected angry reaction. While this is just part of culture.

Therefore yes, genacvale is just a nice polite word, can be used to everyone. Doesn't mean there is close relationship between people.

Sakvarelo = Love also can be used to anyone, but in this case usually friends. Or it can be part of family, not a stranger. That is, can be used to stranger too but in case when stranger is a kid.

A foreigner approaches a Georgian on the streets of Tblisi and
addresses him in polite form.

                          Excuse me you wouldn't be a Georgian would you?

 ukacravad, tkven kartveli brdzandebit?    or ( xom are brdzandebit?)    I think   dz is better than J  becouse  in georgian there are both dz and j , and they sound in different way.
