 The article headline is a little misleading.
Overseas doctors will only be able to work in a particular type of private clinic in a particularly designated place.

The idea is to enable some foreign hospital operators to set up business in Russia so that wealthy Russian people can do their medical tourism without leaving the country.

This seems to be a rather neat idea on several levels but it does not replace the normal qualification and certification requirements for foreign doctors to practice in the Russian health system.

Not at all. There's a firm from,  IIRC, Pennsylvania that is the first to take advantage of the new system but the market is open for operators to compete.

This will benefit Russia is several ways, in fact, from what I have seen, there's no downside. The fact that the first entrant is from the United States is rather neat given current circumstances - the more that US firms become entwined with the Russian economy the better for Russia and the USA. The system is self limiting so it is unlikely that US operators will gain an unfair or disproportionate role in the market so there is not the risk of the type of plunder that took place in the 90's.
