Title: Putin Signs Bill Authorizing Demolition of 4,500 Moscow Apartment Buildings
Post by: Tom Cat on July 02, 2017, 09:41:53 AM
Many residents do keep their flats in good condition, but the building as a whole are an accident waiting to happen.
Eventually a large portion of apartment buildings will need to be replaced or go through extensive renovation.
Might as well start now as this will be a very large and ongoing project for many years to come.

Many of those buildings were designed to be temporary. They were quickly built to house a rapidly growing population and to replace war damaged buildings.

We had similar problems in the UK and similar protests when our temporary housing was to be replaced by better structures. As in Russia, people had become attached to the buildings. In part, as in Russia, the buildings, although temporary, had been built too well and were much better than the shit holes in which people had previously lived. Running water, heating, indoor toilets etc were luxuries that people had for the first time. Emotional attachments were strong.
Title: Expropriation \ deportation law

Once again - the thin veneer of lies to cover the truth, which is:

1) the expropriation \ deportation "law" doesn't have anything to do with the technical condition of the houses scheduled for demolition;

2) this "law" permits an extremely corrupt Moscow government (and affiliated building companies) to grab the most attractive pieces of Moscow land under the buildings scheduled for demolition (these lots do now  belong to the apartment owners);

3) this "law" allows to violate all the sanitary, lighting, noise and fire security norms while building the new apartment blocks for the deported persons;

4) this "law" basically abolishes article #35 of Russian constitution - the right to have a private property: now my property can be taken away from me by... the voting of my neighbors (and most of them are not even the owners - they use their apartments on the legal basis of "social rent");

In general, the "renovation" law is one of the biggest and dirtiest corruption affairs in Russia during last 25 years. And, IMO, together with the newest permits issued for:

-  National Guard: to shot at the crowd

- Federal Security Service: to confiscate the lands,

- police: presumably always right

...it will lead to the political system in Russia being openly changed into the un-covered dictatorship very soon.

Andrew dear, I strongly recommend you not to write about the things you do not really know about. You've always been able to look a the root of problems; so why not practicing this useful skill now?

Nearly all the buildings that were designed to be temporary (planned for 40-50 years) have been demolished during Luzhkov era; only 70 of them were left in Moscow by now.

The buildings that remained are mostly belonging to the "несносимая серия" ("a project not to be demolished") 1-511 (= could last for 100-120 years at least), or built according to the individual architectural projects (could last for 120-150 years at least).

The "renovation" law has NOTHING to do with the technical condition of the buildings in question. The only "fault" of these houses is that they are located in the areas that are considered as attractive by construction lobby.

1-room apartments in my area do now cost at least 4,3 million roubles; while 1-room apartments in 39-storey concrete monsters the people will be forced to move to cost around 2,3 million roubles.

See the difference?!?

Better illustration would be the series of articles in "Kommersant" - showing 2 sides of the story:

a) truly terrible buildings that are NOT included in "renovation" program (because nobody wants the lots under these buildings) vs. b) perfectly maintained buildings that are scheduled for demolition (because they are too well located)

A while back I started a thread regarding this matter. In fact some of the buildings slated for demolition are anything but temporary - some are considered from an architectural standpoint to be significant. Also note worthy there seem to be no attempts to compensate the present owners others than lip service. Oddly enough the issue was raised in the Vladimir Putin phone in question and answer where he brushed aside the concerns of the property owners.

I guess we can chalk this up to the rule of law in Russia.

It would seem Russia has moved back towards Communism/Fascism. I don't think this is good for Russians.
