If I remember correctly the Russian government said they had no intention of reactivating their base on the island. It'd not fit their profile to do so. If they want to launch missiles they have the means to do so from the US coastline anyway.
Such a move could only be seen in the context of a deliberate provocation, not to meet any military goals.
If I were a Castro I'd not want such missiles for the same reason that Poland should not.

Russia, under Putin's guidance, seems to be aiming at an appearance of occupying a moral and legal high ground wherever possible. Thus it is not likely to seem, under this doctrine, to be appropriate to play tit for tat with the folks occupying the lower ground.
I might be wrong but I bet I am not.
