The second tallest Lenin, surprise is not in India, rather in Russia. I am amazed at how Indians adored and glorified Lenin, but for the record the 2nd tallest Lenin is in the northwest Moscow suburb of Dubna. Then along the banks of the river Lenin watches over the comings and goings of the locks that gives Moscow the right to be called the port city of 5 seas.

Just to give you some perspective, a normal person standing on the ground would be at about the height of those first two stone levels. Those trees are tall, also giving you additional perspective. See the #2 photos for tree level.)

At one time there was an identical pedestal with a statue of Stalin alongside Mr. Lenin. That was removed during a period of "De-Stalinazation" after his death.

I am fairly certain that Lenin spent time in Germany, Berlin and München. He also was in England, London for a congress before the revolutions.

Do not forget that Lenin came a privileged background. He spent time in Siberia as punishment for revolutionary activities. He married there and spent time fishing and hunting, a far cry from the gulags of a generation or two latter.
