Not quite sure as to what the symbolism of this flight is. Normally, Open Skies flights would be over the territory of a party who was not aligned with the overflying flight, so the US would fly over Russia, or Russia over Ukraine or the United States.

Of course, a well-chosen flight over Ukraine would be revelatory of the disposition of Russian equipment and manpower in border regions but that seems odd because the overflight materials are shared between the signatories of the treaty and so Russia would see what had been done. Surely it would be taken for granted that the US would already be fairly well aware of what Ukraine was up to.

Of course, the US was in the process of dismantling its own participation in the treaty: https://www.strategic-culture.org/news/2017/09/30/us-takes-new-steps-to-dismantle-open-skies-treaty.html maybe now they are deciding it still has value, even in days when satellite imagery makes such flights pretty much pointless to major powers anyway. The above link is just one piece about this process - the Republicans seemed to have been the least in favour of continuing US participation.
