... everybody's entitled to get a free consultation of maximum 10 minutes; providing documents - 15 minutes; receiving documents - 10 minutes.

!! your waiting time in a line shouldn't be more than 30 minutes when you're providing documents, and no more than 20 minutes when receiving. Wonder how they'll manage to comply!
