The Boers would help with teaching Russians the English language, and would lease farm land . Each family might invest up to $100,000 USD to get started.  Figure 4000 families at $70K USD each = $280 million USD in new investment.

Why would a Boer WANT to teach English ?

You DO know they speak your own tongue in preference ( Afrikaans ) and their accents  / pronunciation of 'English' would make for interesting 'English' speaking students ;)
