Something of a thing in Russia. Poor folks were buying perfume to drink. Law was introduced to limit the size of the bottles and hence reduce their value as vodka substitutes.

This was an unintended consequence of attacking alcohol consumption by increasing taxation. Perfumes are not taxed in the same way. Perfume manufacturers started making huge sized bottles of cheap perfume that nobody purchased for the pleasant smells.

It seems that the bomzhi have been finding other substitutes after perfume was denied to them.

The bottles were clearly labelled as not being suitable for internal use because the manufacturers were using methyl alcohol which is very poisonous. It would seem that the manufacturers are not guilty here. They chose to not use ethyl alcohol thus not positioning the product as a vodka substitute and  labelled the bottles to tell people that the stuff was poisonous.

The death toll is now at 62. according to this article  the product was not labelled correctly.

That's terrible! If the label said the product contained ethanol then it was a clear signal to buyers that it was a vodka substitute. That's murder. If that's the case I have no sympathy for the manufacturers at all. They knew what the labeling implied and therefore they knew what the likely consequences of using methanol in the product were. Throw the book at them.
