It's a bit different when civilians are put at risk.

Russian military craft already put Scandinavian civilian airliners at risk.  (Perhaps Moby is right about you).

And this was late in 2014.  It's now well into 2016.

Who ever signed the treaty. Recently an American plane landed in eastern Russia after technical problems aloft. Really no big deal they are monitoring agreements and I believe onboard are both Russian and American technocrats. It is all very formal and is some 30 years old.
