What about Ukrainian spouse that took U.S. citizenship 14 years ago and has never renewed her Ukrainian passport since?  Are they going to try to make her pay some tax upon entry next time we go to visit?  She never formally gave up her Ukrainian citizenship so kind of makes me wonder what will happen.

Ukraine does not allow dual citizenship with any country.  When your wife took US citizenship she automatically renounced her Ukraine citizenship.  If she enters Ukraine on a US passport she must be treated as a US citizen.  Period.

Including the income of other family members who are not Ukraine citizens on a tax assessment of a Ukraine citizen contravenes international law. Period. 

Under international law Ukraine is not allowed to tax foreign, non resident, citizens on income which arises outside Ukraine.

Of course if the other family members are also Ukraine citizens then the application of this tax is legal.  Countries are allowed to tax the world wide income of their citizens.

Really until these proposals are gazetted by the major international accountancy firms (PWC, KPMG etc.)  The precise nature of these proposed taxes is not certain.  It is simply scare mongering.

One thing everyone can be certain of is that ANY taxation proposals have to comply with international taxation legislation.

Maybe thats a US thing, but for Netherlands this process was not Automatic.

It has nothing to do with the country of your adopted citizenship, US, UK or the Netherlands.  When a Ukraine citizen takes the citizenship of another country, Ukrainian citizenship is lost.  Many people hang on to their Ukraine international passports (legally you should surrender this document at the Ukraine consulate) They depend on the almost non - existent computer records available to Ukraine immigration officers to continue to use these passports.

If your wife entered Ukraine on a Netherlands passport she MUST be treated as a Dutch citizen.  The Netherlands embassy would of course help! 

I repeat - It is against international law to impose taxation on a non resident, foreign citizen, on income which does not arise domestically.
