Not the Kremlin but the mayor's office.

It looks as though there were a few folks occupying those shops who did not think anything was actually going to happen.

How could all of these buildings have gone up without fees and bribes being paid? These sites aren't some type of tent cities. These are concrete and steel buildings. They couldn't have been built and occupied over the course of months without the city knowing it.

I find this interesting ..A Court ruled the legal status of constructions on the hit list  and one of the first chosen was a charity soup kitchen - that claims it has all legal documentation and was given two hours to vacate 

The mayor is an unelected appointee of the President .....Now, it may be BE that the Kiosks don't have legal planning permission - but is this another example of how things 'get done' in modern Russia  ?

When Putin's press secretary got peed off with his 600k watch being in the news - how he had acquired it on  his meagre salary - he suggested 'going to Court'...Can any one correct me - point out when there was a hearing - with witnesses and dispositions from both sides - that over-ruled the Jan Court ruling... ?  :coffeeread:

If I understand correctly, the buildings were all there with the right permits and regulations.

Before they were torn down, the owners even won a court-case and the city tore them down anyway.

2/ The mayor is one of Putin's unelected servants..

This has been one of Sobyanin's projects since the time he took over the Mayorship for Luzhkov a few years ago. This "destruction" is nothing new.

I must admit I wasn't that happy with it at first because many of the kiosks and small shops made it convenient to pick up a few necessities on your way home (like fruits and veggies for example) without veering one step out of your path. But, let's be truthful here, most, if not all were an eyesore.

Sobyanin has been renovating Moscow from day one, and I for one, really like the changes he has made. Certain areas like Kitai Gorod, Tealtralnaya, Lubyanka, and Kuznetski Most, just to name a few look as nice or nicer than many European cities I've been to.

Luzhkov and his wife were a disaster. This Soviet relic let his wife run amok (she is/was a billionaire building contractor made rich by her husband) in Moscow, and the results were horrendous.

Yes, it's unfortunate that the people running these businesses will suffer because of it.

Ste, I know you're a facetious bugger, but let's not get carried away. No one is living in the places they're tearing down.

Buying real estate at this time in Moscow is a good investment IMO.

Dan, do you know what the 'legal' situation was?

How did these people come to have the right to build and run these shops? How did those rights come to then be set aside?

And, yes, from what I have seen, these types of development, not just in Moscow and not just in Russia, tend to be an excrescence upon the local landscape but if the people had permits to build and operate then removing them seems to be, shall we say, problematic.

The legal situation was legit, but how it was explained to me was that this is simply "the new reality" in Moscow, and Sobyanin is a very powerful guy. And since it's a rather new precedence, things should become clearer after more of the facts shake out. The situation is still too new to know for sure what happens next.

In the past, the permits would have held up; obviously, that has changed.

After talking to a couple of well-connected lawyer friends, they basically said that compensation will be made to any tenant who files a lawsuit against the city (something they say they would recommend if they represented any business owner). What that compensation is, is anyone's guess, and I'm sure based on one's representation.
