Likely your answer is as simple as cultural/social preferences and differences

The FSU populations is most certainly centralized more so than the other countries you mentioned,and certainly the percent of population with internet access is greater.

You seem to be expecting the general /FSUw population to not only be desperate,(which they are not)but also for them to  prefer some western website you think they would.

Try to imagine a developed country with their own language websites,,
like VK compared to the popularity of facebook. there..
or mamba compared to match. .etc
I believe Russian firms to be heavily invested in several large ,what you consider western websites.

I'm not sure there is a similar to craigslist russian site.if not its because there is no demand for it, if there one ,then like other websites have shown,, the vast majority of the population would utilize it ,not an english  based one.

I'd avoid the small percent of population truly desperate,as there are plenty of women that are not so desperate ,yet would consider relocation.They may not actively seek,,so are perhaps harder to contact,that does not mean there are not more of them.
