Russian Passport Renewal in the US (ICSTravel)

My wife and I "were" planning a nice mid-winter vacation to Cancun.  I say "were" because my wife discovered her "travel" Passport expired a couple of weeks ago.  We called the Embassy and they want her to come all the way to Washington DC from our home in Michigan.

Looking at the plane ticket and hotel cost, such a trip will cost in excess of $700.

Not wanting any more money to be sidelined than necessary, we found a service called Russian Passport Service (http://www.russianpassportservice.com) that claims THEY can take care of everything for my wife - for a total cost of $490.  Not exactly a HUGE savings.

The only problem I'm having is - I can't seem to contact a single live human.  I've found their contact page http://www.russianpassportservice.com/contact.html and they list a Chicago location and an 800 number.

It appears they are a part of ICSTravel...  Anyone use them before?  Or tried to renew a spouses Passport via a service?
